National Health Commission issued: task of high value consumables management
The content points out that, in order to ensure the standardization, standardization and homogeneity of the performance appraisal work of level II public hospitals, the national level II public hospital performance appraisal operation manual (2020 Revision) has been partially revised on the basis of expert discussion and special demonstration and in combination with the latest policy documents to form the national level II public hospital performance appraisal operation manual (2022 Revision).
According to the manual, secondary hospitals undertake the diagnosis and treatment of common diseases, frequently occurring diseases, emergency and critical rescue, and some difficult diseases, and give consideration to prevention, health care, and rehabilitation services.
Surgery is an important means to treat surgical diseases. The number and quality of patients undergoing surgery (including interventional therapy) are related to the comprehensive diagnosis and treatment technical capacity (scale, personnel, equipment, facilities, etc.), clinical management process, and the efficiency and benefits of limited resources. The proportion of inpatient surgery can reflect the technical ability and level of secondary hospitals.
The new version of the manual focuses on the proportion of high-value consumables.
The document points out that the notice of the general office of the State Council on printing and distributing the reform plan for the treatment of high-value medical consumables (GBF [2019] No. 37) requires that the clinical application management of high-value medical consumables be improved and incorporated into the performance appraisal system of public medical institutions.
The notice on printing and distributing the management measures for medical consumables in medical institutions (Trial) (gwyf [2019] No. 43) requires that the standardized management of high-value medical consumables be strengthened, the governance scope be defined, and the high-value medical consumables with relatively high unit price and resource consumption be taken as the key governance objects.
Improve the clinical application management of high-value medical consumables and incorporate them into the performance evaluation system of public medical institutions, so as to comprehensively and deeply control high-value medical consumables, standardize medical service behavior, control the unreasonable growth of medical expenses, and safeguard the health rights and interests of the people.
The manual further points out that the notice on the first batch of national key treatment list of high-value medical consumables issued by the National Health Commission in January, 2020 requires that all provincial health administrative departments, on the basis of the list, appropriately increase varieties according to local conditions, form a provincial list, and guide medical institutions within their jurisdiction to formulate a list of medical institutions.
Local health administrative departments at all levels and various medical institutions at all levels should strictly implement the relevant requirements of the measures for the management of medical consumables in medical institutions (Trial) (gwyf [2019] No. 43), strengthen the management of medical consumables, and do a good job in accordance with the requirements of the reform of high-value medical consumables.
